ACTION in games is simply a canvas of art that is forever changing, and each frame is almost never the same as another.  In traditional art it is important to lead the eye of the viewer, which is achieved through brush expression, lines, shadows, light, contrast and color.  The same principles can be applied in game development through color, light, lines and camera movement.  Realize that the action of the game is a collaborative effort through programmatic and visual languages to tell a story to the player.
